   ### Motivation
   
   The current failure detection and recovering mechanisms are spread all over the place. The runtime spawner does some restarting as well as some runtimes(like ThreadRuntime).
   This pr consolidates all failure detection and recovery mechanisms inside runtime spawner. It also removes all such logic from the runtime's themselves, making them simple.
