"The results of using a find_xx API will include a listDescription only if the resultant list is greater than what a node implementation can return in a single group.  For example, if the result set contains 20 items and all 20 are returned at once, then the listDescription element is allowable, but not required."

If this is the case, then the remaining find_business and find_service return a always listDescription and find_binding (prior to my change) only provided it when needed. In either case, we should pick a behavior and standardize on it.

The juddi-gui assumes the list description is not null on a few queries so it'll have to be revisited
