[I] Maven 3.9.13 ships test dependencies in distribution [maven]
ascheman opened a new issue, #11762:

Maven 3.9.13 includes test dependencies in the binary distribution:
- `plexus-testing-2.1.0.jar`
- `junit-jupiter-api-5.14.2.jar`
- `junit-platform-commons-1.14.2.jar`
- `apiguardian-api-1.1.2.jar`
- `opentest4j-1.3.0.jar`
Root cause: missing `<scope>test</scope>` on the `plexus-testing` dependency in `maven-core/pom.xml`, introduced in 87408ac656 (#11547).
Fix: add `<scope>test</scope>` to the dependency.

Just to be clear, this is not as "big" as one may think. Maven Core does not _export_ these dependencies, so they are "confined" in plexus.core classloader. Still, this should be fixed, of course.

@cstamas Do you know if 3.9.14 version will be published at https://maven.apache.org/docs/history.html#maven-3-9-x ? I think it's a first class production release, am I right?

We also should avoid updating other projects dependencies to not accidentally pull wrong deps to plugins
