Uploaded v1 patch, the patch adds following changes
* Added mx bean interface {{SCMMXBean}} for SCM and {{NodeManagerMXBean}} for node manager
* {{SCMMXBean}} covers following metrics
** Map<String, Integer> getNodeCount()
** String getDatanodeRpcPort()
** String getClientRpcPort()
* {{NodeManagerMXBean}} covers following metrics (moved from {{NodeManager}} interface)
** int getMinimumChillModeNodes()
** boolean isOutOfNodeChillMode()
** String getChillModeStatus()
** boolean isInManualChillMode();
** Map<String, Integer> getNodeCount();
* Register mx bean during initialization and unregister the bean during service stop
* Added test case {{TestSCMMXBean}} to test all metrics returned by mx beans
