JavaHL-related build dependency issues (Issues 2039, 2040, 2102, 2103)

Because issue #2039 is a complex issue, I've tried to simplify it by
addressing its concerns individually:
1. The 'install-javahl' Makefile target fails when called
independently because necessary dependencies are not installed. Fixed
in r11050.
2. The 'check-javahl' Makefile target fails when JavaHL has not yet
been installed because the Java classpath is not set properly during
testing. Addressed by issue #2040.
3. The libsvnjavahl, install-javahl-lib, javahl-javah, and
install-javahl-javah targets do not work independently because they do
not compile required dependencies. Addressed by issue #2102.
4. We should prevent unnecessary regeneration of JavaHL .class and .h
files. Addressed by issue #2103.

Since issue #2039 will be solved if issues 2040, 2102, and 2103 are
solved, I've marked #2039 as a duplicate.
