Log:
Make PARAMETER.PARAMETER_VALUE column optional.
Empty string values for parameters (e.g. "") are handled differently by Oracle which automatically converts those to NULL values.
Other database don't have this problem, but for Oracle there really is no workaround so we simply need to allow NULL values here.
