### What needs to happen?
Currently, [Fhir IO](https://github.com/apache/beam/blob/master/sdks/java/io/google-cloud-platform/src/main/java/org/apache/beam/sdk/io/gcp/healthcare/FhirIO.java#L1736) and Dicom IO use `Deidentify extends PTransform<PBegin, PCollection<String>>` in the method signature. We should utilize `PTransform<PBegin, Deidentify.Result>` in the method signature, since we should emit errors into an error PCollection to follow https://beam.apache.org/documentation/programming-guide/#additional-outputs.
