refactoring
There are 4 references to the encoding string "ISO-8859-1" in ant source
code.. may be it is good to introduce a constant..
1 in org.apache.tools.ant.filters.ClassConstants
3 in org.apache.tools.ant.util.LayoutPreservingProperties
