   Check the build output of https://travis-ci.com/ashb/airflow/builds/149111216 for what this would look like as if this commit was already in the image it pulls.

   Without this change this is where the cache is first busted (take from [master build 32642.1](https://travis-ci.org/apache/airflow/jobs/650832796), as my PR changes the Dockerfile so we can't compare the PR build of this)

   ```
   Step 81/108 : COPY airflow/version.py ${AIRFLOW_SOURCES}/airflow/version.py
    ---> Using cache
    ---> e50b587b66b7
   Step 82/108 : COPY airflow/__init__.py ${AIRFLOW_SOURCES}/airflow/__init__.py
    ---> d707e438f101
   ```

   With this change it's possible to get the entire docker image built without busting _any_ cache layers.
