  Added:       java/tests/xinclude/tests xmlbase.xsd
  Log:
  Adding a schema which defines xml:base for tests.xsd, and enabling
  test output comparison. Thanks to Dean Chalker for helping to locate
  the problem. The old import URI was inaccessible..
