"jdbc" taglib

Hi all,

I'm getting pretty close to a reasonable implementation of JDBC tags, but
I've had some second thoughts about how to release them.  

Rather than replacing the current "sql" taglib, why don't we create a new
"jdbc" taglib.  "jdbc" is a better name anyway, since this taglib
encapsulates the primary jdbc objects.  I could import my code into the
"jdbc" project and give everybody some time to review it and make
suggestions before we vote to release it.  Does that sound good?

There might at some future time be a "higher level" tag library that doesn't really focus on the nuts and bolts of JDBC components.
That would be a good time to reuse the SQL library name.

I am about to implement a tag to handle result sets, but probably
you already have that in the jdbc lib. I am more than eager to
use and test such a library.

If the jdbc lib is properly implemented I can't see what else 
would be needed in the sql lib?
