monitoring ASF service status

If ever you wonder that ASF services might not be responding,
then browse to http://www.apache.org/dev/ and see the link
"Public Host & Service Status". This is particularly useful
if ever the mail servers are in trouble.

The ASF infrastructure@ people know about any issues, through
alerts to IRC, etc. So there is no need to tell people that
something is down. This is a service for your benefit.
