   We have done following 3 tests: 
   1) [PASSED] on my local machine, run `./gradlew integrationTest --tests=org.apache.beam.sdk.io.text.TextIOIT ...`
   2) [PASSED] on my local machine, apply a revert of revert, then run './gradlew integrationTest --tests=org.apache.beam.sdk.io.text.TextIOIT ...'
   3) [PASSED, but a potential issue remains]. Java TextIO Performance Test in this PR. But there is potential issue, see below, for this very reason I keep this PR marked as draft for now. 
   
   Click into detail of "Java TextIO Performance Test".  You will see this succeeded run threw an exception when evaluating the gradle project.  Not sure if this is just a transient error, but I couldn't reproduce it on my local environment. 
   
   I will look into this a bit more. Please take a look if this is actually is a known issue.
