The bug you mention only affects source code checked out from a git mirror.

The release artifact is completely unaffected.

Current codebase doesn't build because of this: https://issues.apache.org/jira/browse/COUCHDB-309

I suggest fixing this rather than releasing a 0.9 that doesn't build.
