HTTPS proxy support

The code within Axis to handle https proxy doesnt work. I've attached an
updated httpsender.java which corrects the problems.

http.proxyXXX values are now used for https if no https properties are
provided. It would be very unusual for someone to use a proxy for http and
not https.

To work through a proxy, simple set http.proxyHost, proxyPort, etc. system
properties. I don't know if this behavior should be documented somewhere in
Axis.

Can someone commit this and let me know when they did?
(See attached file: HTTPSender.java)
