## Description
label is float32 in mxnet, but it is not right in some case, for example, if I have a label=25130987, but when I put it to rec file, it will be 25130988, it is totally not right

let's add a magic number header to the file for proper versioning and correctly handling large integer in the new version. and for files without magic number, we keep the behavior consistent with the current behavior.

We are not planning to remove image recordio as it's still widely used.
For a naive fix, patching the RecordIO with label dtype is probably the easiest way.
The problem is there's no straightforward way to fix the large integer number stored as fp32 in recordio without invalidating the RecordIO files that's already created.
@szha @sxjscience Any idea?
