Originally RvR are set VRRP broadcast interval to 1s, which means if BACKUP didn't get message in 3 x 1s(miss 3 times), then it would kick in.

In some heavy network environment, 3s may be too sensitive and cause BACKUP/MASTER router switch back and forth. In this kind of environment, we need a way to specify interval for VRRP broadcast, to prevent unnecessary and mostly troubled switch back and forth for RvR.
