SpringServerTest in server-xml fails when server is running on port

I'd fix it if I could right now but just wanted to note that this test fails
because it uses the default 10389 port. If ads is running on the machine
then the build fails. Wonder if we can use that port scanner to change the
port before feeding the spring config appctx to start up the server.
