[PR] test(integration): stop harness servers pinning shards to cores [iggy]
hubcio opened a new pull request, #4030:

Every server the harness spawns computes the same 0..4 shard range
on a 4-core CI runner and pins shard i to core i. With nextest
running four cluster tests at once that is 48 pinned threads the
scheduler cannot move, and the cg polling scenarios take 70-130s
in CI against 8s alone.
Default IGGY_SYSTEM_SHARDING_PIN_CORES=false for harness servers
and leave placement to the scheduler. The parent env and a test's
extra_envs still win. Locally, six cg tests pinned to four cores
drop from 70s to 36s.
