Is the JavaFX license compatible with Apache Software Foundation?

We have a possible new contributor for our project who's expressed an interest in developing a module using JavaFX.

I'm aware that Oracle have indicated that they are dropping support for JavaFX script (with the libraries apparently to move into the standard Java API).  But in the meantime, do we know what the legal status is of software developed to run on top of JavaFX?

What is the license for JavaFX?

Is this like Java, where the user is expected to install it explicitly and separately?  Or is it something that we would expect to distribute?
