There is a bug in our logrotate config
postrotate
        [ ! -f /var/run/dnsmasq.pid ] || kill -USR2 `cat /var/run/dnsmasq.pid`

should be
postrotate
        [ ! -f /var/run/dnsmasq.pid ] || kill -USR2 `cat 
/var/run/dnsmasq/dnsmasq.pid`
