dav error "Invalid or incomplete multibyte or wide character"

We used to get an error from mod_dav_svn like this:

   [Wed Nov 26 05:56:58 2003] [error] [client 10.2.1.16] (84)  \
   Invalid or incomplete multibyte or wide character:          \
      conflict at "/trunk/www/index.html"  [409, #160024]

I recall that fairly recently, someone (Philip?) committed a change
that we theorized would make this error go away, or at least become
much less common.  But I'm not sure which change it was... r8794?
Something else?

If anyone can remember, please let me know, thanks.
