I think there were tags and branches under these directories that we
need to keep.  Did they already get moved somewhere else?

For example, the tag struts/action/tags/STRUTS_1_2_9 no longer works
because it has a svn:externals definition pointing at tags under both
struts/el/tags and struts/faces/tags.

This can wait; don't let me distract you from the test build. :)
