Automating Outlook rule generation for 2000+ Users..

Has anyone tried automating Outlook rule generation for users ?
 
We use Office XP and already do AV signature and other software updates
automatically.
 
I would like to have a simple way to generate a Outlook rule and activate it
by running a script or short program.
 
I.e. Something like :
 
if (! Outlook.RuleExists(AntiSpam)) {
 
    RULE = Outlook.CreateRule("Apply this rule after the mail arrives with
*****SPAM*** in the subject, move it to the DELETED folder")
 
    if (RULE) {
        RULE->Activate(1);
    }
}
 
But i guess that is to much to ask for :-)

You can probably do this with VBScript/WSH and COM.  Check 
www.slipstick.com.
