Indexes nowadays should contain
 <meta name="viewport" content="width=device-width">
by default.

Also please use newer doctypes.

I do not think pages should include things like this by default. mod_autoindex
in highly configurable and with the `IndexHeadInsert` and `HeaderName`
directives, together with the `SuppressHTMLPreamble` option, there are more
than enough ways to make them "mobile ready". If "device-width" was meant to be
a default, mobile devices wouldn't need a meta tag to enable it.

Default indexes should be as simple as possible, and please don't change things
because mighty Google tells us, how the web should be.

It's  100% nothing to do with Google. Google is mentioned because they send
Website owners email (if configured) with warnings about unusable mobile Web
pages.

Your beef is with the gazillion mobile Web devices that all have a default
behaviour that makes the text too small to read. So, Web pages have to include
the viewport header.

It would be a very helpful improvement for the viewport meta element to be
included by default.

The directory listings Apache makes cause:

"Google Search Console has identified that your page is affected by 3 Mobile
Usability issues:

- Text too small to read

- Clickable elements too close together

- Viewport not set

We recommend that you fix these issues when possible to enable the best
experience and coverage in Google Search."

I note it is even DOCTYPE HTML ... 3.2!

All I know is the user looks at an index.
It is unreadable, without him doing "unpinches" to make it bigger.

I don't care what method you make them readable, but just don't blame the user
for using the wrong device and say that nothing should be done.
