Move multipart request to a new RequestEntity type

Summary: Move multipart request to a new RequestEntity type

          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: HttpClient
        AssignedTo: commons-httpclient-dev@jakarta.apache.org

Multipart posts are currently handled via a separate post method, the MultipartPostMethod. This
separate method is unnecessary given the new RequestEntity mechanism.
