REST server side support: using JAX-WS provider

When JAX-WS provider is used on server side to receive REST request, user's logic in provider implementation needs to access URL info in order to resolve operation name.  One way to to do this is putting URL into MessageContext. See[1] for an example. 

As the first step, we can add this feature to XML binding, i.e., make XML binding more restful. Later on we can create a REST binding.
