tomcat4-unable to connect remote host

Hi all,
  I'm from ElxLinux.Recently downloaded tomcat4 rpm installed and set the JAVA_HOME path in tomcat4.conf. then i've started the server. http://localhost:8080/ giving the error unable to connect to remotehost on standalone system. Do I need to change any other configuration changes.
