Initial site check-in

Hey all,

I'm just barely starting work on SIS-2 (the development of the site) under /src/site. I'm going to just follow the generic incubator site design standards most other projects are using. I'm doing it by hand right now since we don't have Maven all configured for Doxia work or whatever, but we can switch over later as needed. I'm hoping to get the rest of it built out sometime next week. Once that's done we should have all of our current JIRA issues crossed off, which will be nice.
