[jira] [Created] (SPARK-29311) Return seconds with fraction from `date_part`/`extract`

Maxim Gekk created SPARK-29311:
----------------------------------

             Summary: Return seconds with fraction from `date_part`/`extract`
                 Key: SPARK-29311
                 URL: https://issues.apache.org/jira/browse/SPARK-29311
             Project: Spark
          Issue Type: Sub-task
          Components: SQL
    Affects Versions: 3.0.0
            Reporter: Maxim Gekk

The `date_part()` and `extract` should return seconds with fractional part for the `SECOND` field as PostgreSQL does:
{code}
# SELECT date_part('SECONDS', timestamp'2019-10-01 00:00:01.000001');
 date_part
-----------
  1.000001
(1 row)
{code}
