[VOTE] Hama 0.6.3 Release

Hi,

I've just created RC1 for Hama 0.6.3 release. This release is a
Hadoop2 compatible version. And some bugs fixed and native libraries
are included.

Artifacts and Signatures: http://people.apache.org/~edwardyoon/dist/0.6.3-RC1/

SVN Tags: http://svn.apache.org/repos/asf/hama/tags/0.6.3-RC1/

Please try it on both hadoop1 and hadoop2, run the tests, check the doc, etc.

[ ] +1 Release the packages as Apache Hama 0.6.3
[ ] -1 Do not release the packages because...

as just commented on HA;A-594 I think semi clustering stuff should live in
the machine learning module instead of the examples one
(except SemiClusterJobDriver), so I'd like to the refactoring and release
with those changes too.
