schema question

Even this question does not belong exactly into this mailing list:
Does anybody know or has experience if it is possible to use XML-schema
to determine the content of an element in dependence from the value of
its attribute "name".

Example is an element "Action" with an attribute "name" with following
dtd:

<!ELEMENT Action   (Any)*>
<!ATTLIST Action    name CDATA #IMPLIED>

I want to find out if it possible to use schema to determine for f.i.
the following constraint:
"if the value of 'name' is 'insert', the content of 'Action' is an
element called 'PartyData'" ....

so if anybody has suggestions or can help me with this I would be happy
