Can you provide any context for where you are encountering this? What browser are you using (and what version)? On what OS is that browser running? What application are you using when you encounter this?

This _sounds_ like an old bug in Chrome where Chrome failed to render fully-transparent cursors on Windows, instead showing giant black boxes:
