3 methods are implemented
1. "inmem" - keeps the all messages are in a separate dll/so
2. "icu" - the messages are in ICU resource bungle dll/so
3. Unix NLS localization ("Message catalog")

Tested on Win32 , Linux, AIX , HP and Solaris
