If the file is ASF licence granted a feather icon shows in the 1t column. An example https://issues.apache.org/jira/browse/OFBIZ-2554

This email is in context of jira:
Inside the "File Attachment" block do we have option to update the fields? and add another field "ASF Granted License" as the default option when someone view any jira issue.
It may happen that Committer don't click on "File Attachment" link and see whether "ASF Granted License" flag is been set or not.
This will make committer life little easy and we can ask for uploading another patch if "ASF Granted License" flag is not been checked while uploading the patch.
IMO this changes can be done by Administrator but I am not sure whether it can be done or not.
Thoughts?
