There are a number of places where classes and/or resources are loaded in
Velocity without using the context classloader.

There was a similar issue in ClasspathResourceLoader (bug #22419).

We currently have a similar issue with
o.a.v.runtime.resource.loader.ResourceLoaderFactory.  It does not use the
context classloader when it should be.
