   -  Traffic Ops ORT
   
   ## Current behavior:
   When you install ORT, the way the rpm is packaged creates a rpmsave entry for logs. The logs shouldn't be touched at all during upgrade.
   
   ```
   # ls -l /var/log/ort/
   total 408
   -rw-r--r-- 1 root root 384456 Oct 17 13:00 atstccfg.log
   -rw-r--r-- 1 root root  32601 Oct  7 13:30 atstccfg.log.rpmsave
   ```
   
   ## Expected behavior:
   Don't roll the log into an .rpmsave
   
   ## Minimal reproduction of the problem with instructions:
   Simply upgrade traffic_ops_ort package
