Ignite start without any WAL log files. Step to reproduce:
1) Start node with persistence (WAL_MODE != NONE)
2) Create cache with some data
3) Stop node
4) Delete WAL
5) Start node
Expected:
If last checkpoint was finished - start with error in log
If last checkpoint wasn't finished - LFS can be corrupted so, maybe, we shouldn't start at all (with some message like "if you really wan't to start with possible corrupt database just remove last CP_start marker)
Actual:
Start without any errors/warnings.
