In HDFS-7729, raw erasure coder is used in order not to depend on the {{ErasureCoder}} api  defined in HDFS-7662 or even {{ErasureCodec}} api defined in HDFS-7337 since they're still upcoming.
This is a follow up issue to work on that when the high level constructs are available.
