This patch (hcfs_deps_test.patch) adds a unit test for dynamic RoleCommandOrder objects (RCOs).

The essential logic generates alternate dependencies within an RCO if a cluster has the HCFS service defined.  Currently, the only stack that defines the HCFS service is HDP-1.3.1.

The test proves that dependencies for clusters with the HDFS service are equal for stack versions HDP-1.3.0 and HDP-1.3.1, but that the dependencies for a cluster differ when the HCFS service is used on stack version HDP-1.3.1.
