  This is actually correct.  Per-user is the exception [not recommended].

  To stop Apache in a console, you simply press ctrl+c or click the close
  box for the Apache console window.  [Use only Ctrl+C in Win9x or WinME,
  the close button issue isn't resolved for those broken consoles yet.]

  To restart, you would simply start the server again.

  Apache 'as a user' isn't meant for production servers.  That is what
  services offer.
