[I] [CI][Python][Dev] Remove the Cython version pin [arrow]

   ### Describe the enhancement requested
   
   Cython is currently pinned to 3.2.9 because cython-lint does not yet support Cython 3.3. #50986
   
   Once cython-lint adds support for Cython 3.3, we should update cython-lint and remove the Cython version pin.
