Fair scheduler not linked in the document index page for hadoop 2.x

Hi all,

Fair Scheduler link is not added in the document index page for hadoop 2.x, as Capacity Scheduler does, like http://hadoop.apache.org/docs/r2.0.3-alpha/hadoop-yarn/hadoop-yarn-site/CapacityScheduler.html

Should we add it if it can be experimentally used?
