   ### What changes were proposed in this pull request?
   
   Allow creating table with only metadata location set.
   
   ### Why are the changes needed?
   
   Schema provided in the create command ain't used, everything depends on the metadata.json
   
   ### Does this PR introduce _any_ user-facing change?
   
   Yes, Create command with metadata_location set doesn't require the schema
   
   ### How was this patch tested?
   
   UT
