On the left side menu of the Karaf website (http://karaf.apache.org/), under "Overview", the Download button links only to Karaf, not Karaf cellar (which already has a download button in the subprojects section.) This problem also occurs in the upper-right side "Download" button (the button next to Source, Forums, Support).
Also, this Karaf JIRA bugtracker should probably also have "website" added as a component.

OK got it.
The first Download link (under Overview) is not correct as it goes to Cellar in place of Karaf.

The Overview > Download link is only for Karaf.
For Cellar, it's a specific download link on Sub-projects > Cellar > Download.
Do you expect that the Download link contain both Karaf and Karaf Cellar ?

No, I do not, the lower side subprojects section has the link for downloading cellar.
