The {{TestFairScheduler.NULL_UPDATE_REQUESTS}} field hides {{FairSchedulerTestBase.NULL_UPDATE_REQUESTS}}, which has the same value.  The {{NULL_UPDATE_REQUESTS}} field should be removed from {{TestFairScheduler}}.

While you're at it, maybe also remove the unused import.
