   ## What changes were proposed in this pull request?
   
   There are some duplicates between `ScalaReflection` and `JavaTypeInference`. Ideally we should consolidate them.
   
   This proposes to consolidate `deserializerFor` between `ScalaReflection` and `JavaTypeInference`.
   
   ## How was this patch tested?
   
   Existing tests.
