[PATCH] Administrator's Guide

This isn't a finished product (it should probably be broken into multiple
files, and it has a few questions I was thinking and unfinished parts marked
with TODO), but I figured that no harm and possibly some good could come of
submitting what I've done so far.

The patch also changes build.xml so that if the wrapper is available, it
gets included automatically (before you would have had to call
dist-lite-wrapper separately, which seems weird).  I discuss compiling with
the wrapper in the guide, so I figured it was relevant.

Great. I applied the patch into release tree. So it will go out with release 
real soon now. It looks great so far - we can fix those TODOs up in time but 
more documentation is always appreciated ;)

kool. I reworked this so that it called main (which does wrapper). That way 
"all" and "main" targets should not get out of sync again.
