TestSplitTransactionOnCluster is #3 on flaky list.

Regions are checked 2 different ways: {{cluster.getRegions(hri.getTable())} vs {{ProtobufUtil.getOnlineRegions(server.getRSRpcServices())}}. The later one can also include {{hbase:namespace}} table as well causing the test to fail.
