[Bug 40513] Seeding PRNG with 0 bytes of entropy

Server built:   2021-07-05T07:16:56

I've disabled the following:
#       SSLRandomSeed startup builtin
#       SSLRandomSeed startup file:/dev/urandom 512
#       SSLRandomSeed connect builtin
#       SSLRandomSeed connect file:/dev/urandom 512

And configured apache to run against SSL.

Restarting the server nor refreshing the page has shown errors in the error
log.
It appears the problem no longer occurs in the above build.
